- Library cards are available to residents with proof of address and a photo ID and to non-residents with a valid card from another library. Non-residents without a
library card must pay an annual fee of $25.
- Patrons under 18 must have a parent/guardian present when patron receives library
card.
- Replacement cards are $1.
- Up to 25 items may be borrowed at a time on one library card.
- Patrons without a permanent address can receive a temporary card and check out up
to two items.
- Most materials can be checked out for up to four weeks with one four-week renewal
(if items have not been reserved by another patron).
- New books and videos can be checked out for up to two weeks with one two-week renewal
(unless reserved).
- HELP Hub packs and LEAP totes can be checked out for two weeks.
- Items may be renewed by phone or at the library website. Click on "My Account"
on the left side of the web page in the Catalog area.
- May apply in person or online (allow 3 working days for processing).

COEUR D'ALENE PUBLIC LIBRARY INTERNET POLICY
- Availability of electronic resources is seen as integral to the Coeur d'Alene
Public Library’s goal of developing a strong and diverse collection of materials
in various formats. Access to electronic resources complements the Library’s goal
of free and open access to ideas and information.
- Computer workstations are available on a first come, first served basis, with limited
time slots.
- Internet access presents special issues of information reliability, accuracy and
currency, access to objectionable material, and user responsibilities. By signing
the “Library Card Application” form or the “Visitor Internet Use Application” form,
users agree to comply with the policies outlined in this document. Parents and guardians
accept responsibility for monitoring their children’s access to print, media, and
electronic formats, including the internet.
- Examples of unacceptable purposes include, but are not limited to, the following:
- Destruction of or damage to equipment, software, or data belonging to the Library
or others
- Unauthorized copying of copyright-protected material
- Violation of computer system security
- Unauthorized use of computer accounts, access codes, or network identification numbers
assigned to others
- Use of computer communication facilities in ways that unnecessarily impede the computing
activities of others
- Violation of software license agreements
- Violation of network use policies and regulations
- Violation of another user’s privacy
- Accessing pornographic materials
- Violators of electronic use policies may lose library privileges. Illegal acts involving
Library computing resources may also be subject to prosecution by local, state or
federal authorities.
- The Library assumes no liability for loss or damage to the
user’s data or for any damage or injury arising from exposure to objectionable material
or invasion of the user’s privacy.
WIRELESS INTERNET POLICY
Free wireless Internet access is provided to the public at Coeur d’Alene Public
Library. Utilizing this "Hot Spot," the public may connect to the internet with
a wireless laptop, PDA or other portable device from within the Library. The wireless
connection is provided as-is. Library staff cannot offer technical support for establishing
or maintaining a connection and the Library is not responsible for hardware or software
damage, or for loss or theft of unattended equipment. The wireless connection is
not secure. Since the radio signals can potentially be intercepted, activity requiring
transmission of credit card numbers, passwords, and other personal information should
be avoided. The wireless network is open and simultaneously connected computers
are visible to each other, and therefore vulnerable to other users' viruses, malware,
and hacks.
Users are responsible for maintaining up-to-date antivirus software and
firewalls. Printing from the wireless network will not be supported. The wireless
Internet access is unfiltered, but all Library policies concerning legal and acceptable
use of computers and the Internet apply.

The Board of Trustees is appointed by the Mayor and City Council
from among city residents for five year terms. The Board, by Idaho Code,
establishes policies and rules for the governance of the Library.
Their duties include:
- adopting a budget for review and approval by the City Council,
- controlling the expenditures of money budgeted for the Library
- hiring, supervision, evaluating the Library Director, and
- exercising powers necessary for the orderly and efficient
management of the Library.
The Library Board meets on the 4th Wednesday of each month.

The organization's purpose is to foster closer relations between
the Library and the citizens of Coeur d'Alene and environs by promoting
knowledge of the resources, services and needs of the Library. Through
their activities and projects they assist in bringing to the Library funds for
special needs beyond the Library budget.
The Friends work in conjunction with the Staff, Board of
Trustees and the Library Foundation to improve and extend Library services and
the facility. Friends may also serve as Volunteers in the Library.
Friends of the Coeur d'Alene Public Library meet on the 4th
Tuesday of each month at 10:30 AM at the Library.

This is a cursory view of Coeur d'Alene Public Library's general
policies, it is not intended to be exhaustive:
- Patrons (library card holders) may have up to 25 items on account at one
time.
- Normal borrowing period is 28 days (4 weeks).
- Most materials - including audio books - can be checked out for up to 4
weeks with one 4 week renewal (if items have not been reserved by another
patron).
- New fiction, videos, CDs, cassettes, HELP Hub packs and LEAP totes are
available for up to 2 weeks with one 2 week renewal (unless reserved) (HELP
Hub packs and LEAP totes are not renewable).
- Holiday books (during the holiday season), sound recordings and high
demand materials may be borrowed for 14 days (2 weeks).
- A late fee of $0.10 per day per item will be charged for Coeur d'Alene
Public Library materials returned after the due date; a fine of $1.00 per day
per item is charged for overdue items which have been interlibrary loaned for
patrons.
- Lost or damaged materials must be paid for.
- Materials may not be borrowed if you owe a fine exceeding $3.00
or have overdue items.
- Replacement of a lost or stolen library card is $1.00.
- Materials may be renewed once, as long as they are not overdue. Renewal
may take place via telephone or through the CIN online catalog; have your library card available.
- Photocopy machines are available at $.10 per copy (except for 11" x 17"
copies, which are $.15).
GALLERY EXHIBITION POLICY
Although the Library may be providing space for a display or exhibit, this does not
necessarily indicate that the Library endorses the position promoted by the exhibit or
display.
- Purpose – To provide exhibition space for non-profit organizations, clubs,
schools, community and youth groups, and artists’ organizations, in order to
allow them to publicize their activities, history and current projects.
- Selection and Scheduling – Exhibits may be scheduled by contacting the Library.
Display cases may be reserved up to three months in advance.
- Sales – Exhibition items may not be priced for sale.
- Installation – Exhibits will be installed and dismantled by members of the
exhibiting organization. Exhibits can be installed on the 1st day of the month
the Library is open, and must be removed by the last open day of the month.
- Publicity – All publicity will be the responsibility of the organization.
- Security – Display facilities are designed to be reasonably secure. Exhibitors
wishing to staff their displays may do so. The Library cannot provide personnel
to guard displays. The Library is not financially responsible for loss of or
damage to displays. Responsibility for damage to Coeur d’Alene Public Library
display areas caused by exhibition resides with the exhibitors.
- Insurance – The city’s insurance does not cover property not owned by the
Library. Exhibitors wanting insurance must arrange for it themselves.
- Hours – The display area will be open to the public the same hours as the Library
building is open to the public. ix. Restrictions
- Use of the gallery space and bulletin boards will be granted to non-profit
community groups and organizations whose aims are educational, cultural,
informational, and lawful.
- The space may not be used for exhibits which are commercial, promote a
specific religious concept, or espouse partisan politics.
- Users may not exhibit information about political candidates or issues that
are currently on the ballot or being heard in the Legislature.
- The exhibit shall include a clearly visible sign identifying the individual
or group responsible for the exhibit, and exhibits will not be publicized in
a manner that suggests Library sponsorship or affiliation.
- The Library reserves the right to remove time-dated material or materials
which do not comply with guidelines established by the Library Director.
- Librarians may establish criteria regarding the size of material to be
displayed or distributed, the length of time materials may remain, and/or
the frequency with which material may be posted or distributed by the same
individual or group.

- Internet stations located in the Children’s Department are filtered* and are available to children ages 12 and younger. Adults must supervise children younger than 7 or children who need assistance. Training is not provided.
- Computer workstations are available on a first come, first served basis, with limited time slots.
- Internet access presents special issues of information reliability, accuracy and currency, access to objectionable material, and user responsibilities. By using any computer workstation at the Coeur d’Alene Public Library, users agree to comply with the policies outlined in this document. Parents and guardians accept responsibility for monitoring their children’s access to print, media, and electronic formats, including the internet.

* The Library provides both filtered and unfiltered internet access. Users should be aware, however, that all currently available filtering software results in a degree of both "underblocking" (i.e., permitting access to certain material that falls within the foregoing categories) and "overblocking" (i.e., denying access to certain constitutionally protected material that does not fall within the foregoing categories). The Library cannot and does not guarantee that the filtering software will block all obscenity, child pornography, or materials that are harmful to minors. Nor can the Library guarantee that the filtering software will not restrict access to sites that may have legitimate research or other value

MEETING ROOM POLICIES
The Coeur d’Alene Public makes available meeting rooms and study rooms to groups
and organizations complying with prescribed regulations. Meeting rooms are designed
to meet general informational, educational, cultural, and civic needs including
activities such as discussion groups, panels, lectures, conferences, seminars, exhibits,
displays, films, etc. No fee will be charged for use of the meeting rooms.
- All meetings and programs must be free, open and accessible to any member of the
public.
- The Library may deny the use of a meeting room to an applicant if in
the Library’s opinion:
- the purpose of the meeting or activity is illegal or potentially
hazardous,
- the meeting presents health or security risks
- the conduct of the meeting interferes with the functioning of the
Library
- the applicant has not provided satisfactory adult sponsorship and
supervision for the meeting, or
- the applicant has failed to comply with these or other library
regulations.
- Library meeting rooms shall not be used for religious services.
- Library meeting rooms shall not be used for the purpose of assisting
the campaign for election of any persons to any office, or for the
promotion or opposition of any ballot issue. Library meeting rooms may
be used for general political purposes, such as information sharing,
organizational meetings, election issues, or candidate forums, and
will be available on a non-discriminatory, equal-access basis.
- Reservations
- Priority for use of the meeting will be given to Library and city
sponsored meetings and programs, including City of Coeur d’Alene
departments, boards, commissions and elected bodies as well as meetings
and programs sponsored by groups and organizations affiliated with the
library
- With the exception of the Library and the City of Coeur d’Alene,
groups may not reserve the meeting rooms any further in advance than
three months.
- No private parties such as wedding showers, birthday parties, etc. will
be allowed.
- When making a reservation, please provide: Name of organization and
name, address, and telephone number of the responsible person.
- Individuals or groups using the meeting rooms must sign the meeting room
agreement.
- The meeting rooms are available for meetings during the hours the Library is
open to the public. Exceptions include meetings authorized by library/city
staff.
- Organizations holding meetings assume responsibility for any damage to the
rooms or contents.
- Smoking is not permitted.
- Cooking or food preparations are limited to the adjacent kitchen and coffee
service area. Areas must be cleaned following use.
- Organizations or groups using the rooms are required to set up the chairs
and tables needed for their meeting and store them in the closets after they
are finished. The rooms must be left in as neat and orderly a condition as
they are found.
- Group activities involving more than normal wear and tear will not be
permitted.
- Use of the Library's meeting rooms does not constitute Library or City of
Coeur d’Alene’s endorsement of viewpoints expressed by participants in the
program. Advertisements or announcements implying such endorsement are not
permitted.
- An admission or registration fee may not be charged at any meeting. Sales of
goods or services are prohibited, but donations may be accepted to recover
meeting materials costs.
- Equipment, supplies, materials, or other items owned by a community group or
used by them in the Library are not the responsibility of the Library, nor
can they be stored in the Library.
- A pay telephone is available in the lobby on the main level. The Library
telephones are not available to meeting room users, nor can the Library
staff page people who are in the meeting Rooms, except in an emergency.
- Library meeting rooms are handicapped accessible. It is the responsibility of
the group holding meetings to provide ADA compliance for their programs.
- Groups must vacate the Library ten (10) minutes prior to the Library's regular
closing time unless arrangements have been made in advance.
- Failure to abide by the library’s meeting room policy and rules of conduct may
result in the cancellation of or refusal of future reservations.
- The Library Director is authorized to deny permission to use the Meeting
Room or terminate any meeting in progress to any group which is disorderly
in any way, or which violates these regulations.

A charge of $1.00 is required for the replacement of a lost or stolen library
card. Patrons should notify the Library of a card missing from their possession
as soon as possible, so the account may be deactivated. Replacement of the
library card may then take place at the patron's convenience.
